2018年12月7日から9日まで、ガーナのアクラで通算第8回の「アフリカ潜在力フォーラム」が開催されました。日本とガーナの研究者や国際機関の職員など40名の参加を得て、アフリカ潜在力について活発かつ踏み込んだ議論ができました。今回のフォーラムにはメディア研究者でもありアフリカ人の著名人の顔のポスター制作でも知られるアーティストでもあるJoseph Oduro-Frimpong（Ashesi University.・アクラ）博士が素晴らしい作品を会場に展示し、このプロジェクトとアクラフォーラムのためのポスター２作品を新たに制作・寄贈し展示しました。またフランツ・ファノン研究者として著名なAto Sekyi-Ot教授（York University・カナダ）夫妻も特別参加して洞察深いコメントをしていただきました。
フォーラムは、冒頭でプロジェクト代表がこの8年間の「アフリカ潜在力」研究の進展と課題について要約し今回のアクラでの重点目標としてアフリカも未来を展望する作業とアフリカ潜在力を接合することを強調しました。続いてガーナ側を代表して、ガーナ大学の筆頭副学長Agyei-Mensah教授がアフリカと日本・アジアの知的交流の可能性を中心に挨拶の言葉を述べた後、今フォーラムの基調講演がYaw Ofosu-Kusi教授 (University of Energy and Natural Resources)からなされました。Ofosu-Kusi先生の講演は、「The Future African Economy: Informality as Alternative Potential for Development and Progress」と題してアフリカの社会・経済で注目をあびてきたinformalityに焦点を当て、国家や国際社会からつねにfomal化される宿命にあるこのinformalityが変幻自在に形を変容させながら具体的社会場面で創られ機能していく様子を調査データにもとづいて考察した説得力あふれる講演でした。これまでフォーラムでは、indigeneity (カンパラフォーラム, 2016)、universality（グラハムズタウン, 2017）などアフリカ潜在力の概念化に寄与するサブテーマを掲げて議論してきましたが、今回のフォーラムは、Ofosu-Kusi先生の発案でFUTURITYとしましたが、この基調講演はこのテーマにぴったりの内容でフォーラムの議論全体をリードするものとなりました。
基調講演のあと、口頭報告15本（アフリカ側9本、日本側6本）が、Illness and Everyday Life, Democracies, Thought, Knowledge and Power, Urban Spaces, Education and Social Consciousnessの5つのセッションに分かれてなされ全員で議論を深めました。2011年にはじまった第一期から関わっているアフリカ側コアメンバーも、南ア、ウガンダ、ケニア、南スーダンから参加し、これまでのフォーラムの議論を踏まえて、各報告を「アフリカ潜在力」に結びつける貴重なコメント役を果たしました。また第二期からはじまった次世代研究者によるポスターセッションも盛況で、ガーナ側から3人、日本側から2人が報告を行いました。最後の総合討論では、第一回のナイロビフォーラムから全てのフォーラムに参加している大阪大学の栗本英世教授、第一期の代表者、太田至教授、前回のフォーラムの基調講演者マイケルネオコスモス教授、特別参加のセキーオトゥ教授が総括的なコメントと次につながる議論の踏み台を提示しそれについて全員で討論をつづけました。
こうした成果は、OFOSU-KUSI、Motoji Matsuda共編の英語論文集として公刊する予定です。
